Council

The Council of The Council on Chiropractic Education (CCE) currently consists of 18 councilors. Of the 18 councilors, 10 are Program/Institution Members, 5 Private Practitioners, and 3 Public Members. For more information, please view the CCE Bylaws, Articles VI and VIII.


S. Steven Baker, D.C., Private Practitioner 

Dr. Baker was elected to the Council in 2014 and currently serves as its Council Finance Committee Chair. He has been a Private Practitioner in Tucson, Arizona since 1985 and holds a license to practice in Arizona. Dr. Baker earned his D.C. from Life University. He also completed post-graduate studies at Los Angeles College of Chiropractic, Logan College of Chiropractic and National University of Health Sciences, and holds board certification in Chiropractic Orthopedics. He is a former Member of the Arizona Board of Chiropractic Examiners. 


Sheri H. Barrett, Ed.D., Public Member

Dr. Barrett was elected to the Council in 2017 and currently serves as a Councilor. She holds the position of Director in the Office of Outcomes Assessment at Johnson County Community College, in Overland Park, Kansas. She previously held the position of Assistant Dean of the College and Director of Institutional Research and Assessment at Benedictine College in Atchison, Kansas. Barrett earned a BS in Management from Baker University, a MPA from University of Missouri-Kansas City, and her Ed.D. in Educational Leadership and Policy Studies from the University of Kansas.

Joseph J. Donofrio, D.C., Program/Institution
Dr. Donofrio was elected to the Council in 2013 and currently serves as a Councilor.  He holds the position of Vice President for Academic Affairs at Sherman College of Chiropractic in Spartanburg, South Carolina, since 2014 and also is Chair of Technique Department and Associate Professor at the college.  His previous assignment was Dean of Clinical Sciences. Dr. Donofrio earned his D.C. from Sherman College of Straight Chiropractic.

Beth Donohue, M.S., D.C., Program/Institution
Dr. Donohue was elected to the Council in 2012 and currently serves as a Councilor.  She has held the position of Director of Accreditation at New York Chiropractic College in Seneca Falls, New York since 2005 and also held positions of Director of Accreditation & Planning, Dean of Planning, Assistant to the Executive Vice President/Provost and Dean of Analysis & Planning at the college.  Dr. Donohue earned a BS in Human Biology from Cleveland Chiropractic College, a BS in Liberal Arts from The Board of Regents of The University of the State of New York, a MS in Higher Education from Syracuse University and her D.C. from Cleveland Chiropractic College.

Ronald J. Farabaugh, D.C., Private Practitioner
Dr. Farabaugh was elected to the Council in 2015 and currently serves as a Councilor.  He has been a Private Practitioner in Ohio since 1982 and holds a license to practice in Ohio.  Dr. Farabaugh earned his D.C. from Palmer College of Chiropractic. He also completed post-graduate studies at Logan College of Chiropractic and Palmer College.  He is the past president of the Ohio Chiropractic Board, a past chairman of the Council on Chiropractic Practice Guidelines and Practice Parameters. He currently sits on the Editorial Advisory Board of O.D.G. 

Stephen A. Foster, D.C., Program/Institution
Dr. Foster was elected to the Council in 2016 and currently serves as a Councilor. He holds the position of President at Texas Chiropractic College in Pasadena, TX since July 2016. He previously held the positions of Provost and Vice President of Academic Affairs at Texas Chiropractic College and also held positions of Vice President of Academics, Director of Assessment and Development, Director of Clinical Experiences, and Director of Clinics at the college. Dr. Foster completed his pre-chiropractic studies from San Jacinto College and University of Houston, and his D.C. from Texas Chiropractic College

Sonja M. Brown Givens, Ph.D., Public Member
Dr. Brown Givens was elected to the Council in 2013 and currently serves as a Councilor. She holds the position of Dean of Instruction and Student Services at Palo Verde College, in Blythe, California. She previously held the position of Associate Vice President for Academic Affairs at Medaille College in Buffalo, NY, Associate Dean at SUNY Empire State College in Cheektowaga, New York and held various department chair positions with the University of Alabama – Huntsville and the National Communication Association. Brown Givens earned a BA and a MA in Speech Communication from California State University - Fresno, and her Ph.D. in Speech Communications from The University of Georgia.

Elizabeth A. Goulard, Ed.D., Public Member
Dr. Goulard was elected to the Council in 2013 and currently serves as its Council Chair.  She has a long and distinguished career as an academician and administrator and served as the Vice President, Academic Services at Chemeketa Community College in Salem, Oregon since 2000.  Her previous experience includes positions of Dean of Instructional Services at Clackamas Community College; Dean, Health and Family Studies and Department Chair, Nursing at Portland Community College along with staff and supervisor nursing positions at the University of Wisconsin.  She earned a BSN from the University of Wisconsin, a MSN from the University of Portland and her Ed.D. from Oregon State University.

Timothy A. Gross, D.C., Program/Institution
Dr. Gross was elected to the Council in 2016 and currently serves as its Site Team Academy Committee Chair.  He holds the position of Vice Provost at Life University in Marietta, GA. He previously held the position of Vice President at Parker University and also held various administrative positions at Life University. Dr. Gross earned a B.S. from Murray State University, a D.C. from Palmer College of Chiropractic, a M.S. in Health Services Administration from University of St. Francis.

Andrea G. Haan, D.C., Program/Institution
Dr. Haan was elected to the Council in 2016 and currently serves as a Councilor.  She holds the position of Senior Director of Assessment at Palmer College of Chiropractic in Davenport, IA. She previously held the position of Director of Clinical Assessment and Integrity and Clinical Study Coordinator at the college. Dr. Haan earned a B.S. in Psychology from Southwestern Oklahoma State University, a D.C. from Palmer College of Chiropractic, a M.S. in Clinical Research from Palmer College, and a M.A. in Organizational Psychology from William James College.

Jana W. Holwick, Ph.D., Program/Institution
Dr. Holwick was elected to the Council in 2017 and currently serves as a Councilor. She holds the position of Dean for the College of Graduate & Undergraduate Studies at Life University, in Marietta, Georgia. She previously held the position of Vice President of Academic Affairs & CAO, as well as Interim Dean of Education, at Lake Erie College, in Painesville, Ohio. Holwick earned her BS and MS in Accounting from the University of Missouri-Kansas City, and her Ph.D. in Leadership in Higher Education from Capella University.

Robert E. Percuoco, D.C., Program/Institution
Dr. Percuoco was elected to the Council in 2010 and currently serves as its Councilor At Large.  He currently holds the position of Vice Chancellor for Institutional Effectiveness at Palmer College of Chiropractic in Davenport, Iowa since 2010.  Previous positions at the college include, Senior Director for Assessment, Assistant VPAA for Assessment, Dean of Academic Programs and several other dean and faculty positions.  Dr. Percuoco earned a B.S. in the Sciences from Stonehill College and his D.C. from Palmer College of Chiropractic.

Jean-Nicolas Poirier, D.C., Ed.D., Program/Institution

Dr. Poirier was elected to the Council in 2014 and currently serves as its Bylaws, Standards, and Policy Committee Chair. He currently holds the position of Dean of the School of Health Sciences & Education and Director of Academic Services at New York Chiropractic College in Seneca Falls, New York. Dr. Poirier earned a D.E.C. in Natural Sciences from Collège Maisonneuve, Montréal, Québec, his D.C. from the Université du Québec à Trois-Rivières, Trois-Rivières, Québec, his Ed.D. in Executive Leadership from St. John Fisher College in Rochester, NY,  and completed a residency in Diagnostic Imaging from Parker University.

Gary D. Schultz, D.C., Program/Institution
Dr. Schultz was elected to the Council in 2013 and currently serves as its Council Development Committee Chair.  He currently holds the position of professor and chair of the Department at the University of Western States in Portland, Oregon.  Dr. Schultz earned his D.C. from National University of Health Sciences and completed a residency in Radiology at Los Angeles College of Chiropractic and received his board certification from the American Chiropractic Board of Radiology.

Charles A. Simpson, D.C., Private Practitioner
Dr. Simpson was elected to the Council in 2015 and currently serves as a Councilor. He has been a Private Practitioner in Cornelius, Oregon since 1980 and holds licenses to practice in Oregon, Alaska, Hawaii, Idaho, and Washington. Dr. Simpson earned his D.C. from Western States Chiropractic College. He was a member of the Oregon Board of Chiropractic Examiners, the Chiropractic Association of Oregon - Chiropractic Consultants, and several other associations.  

William G. Tellin, D.C., Private Practitioner
Dr. Tellin was elected to the Council in 2015 and currently serves as a Councilor.  He has been a Private Practitioner in Pittsburgh, Pennsylvania since 1975 and holds a license to practice in Pennsylvania. Dr. Tellin earned his D.C. from Logan College of Chiropractic and holds a board certification in Chiropractic Orthopedics. He also completed post-graduate studies at Los Angeles College of Chiropractic, Logan College of Chiropractic and National University of Health Sciences.

Kenneth C. Thomas, D.C., Program/Institution
Dr. Thomas was elected to the Council in 2013 and currently serves as a Councilor.  He holds the position of Vice President of External Affairs at Parker University in Dallas, Texas, since 2014, with previous assignments as Dean, Parker Chiropractic Wellness Clinics and Dean, Center for Chiropractic Sciences at Parker College of Chiropractic. Dr. Thomas earned a BS in Organic Chemistry and Biology from Dallas Baptist University, a MPT from AWF, Krakow, Poland, and his D.C. from Parker College of Chiropractic.

Susan Wenberg, D.C., Private Practitioner
Dr. Wenberg was elected to the Council in 2013 and currently serves as a Councilor.  She holds the position of staff chiropractor at the Southern Nevada VA Medical Center in Las Vegas, Nevada and holds a license to practice in Arizona, Colorado and Nevada along with Physiotherapy and Acupuncture certification in Arizona.  Dr. Wenberg earned a BA in Biology from Linfield College, a MA in Biology from the University of California at Los Angeles and her D.C. from Southern California University of Health Sciences.
